Can the latest stable version Stable release: 2.18.9 of DCP-o-matic be built on linux using the same steps as indicated in https://dcpomatic.com/building/linux ?
Or do those steps apply only for the version 2.16.X?

Those steps were out of date, but I just updated the instructions for Ubuntu 24.04 and Fedora 41.
