Here's the scenario I had to face yesterday.
I created an encrypted DCP-OV and DKDM for it and then KDM for the cinema. (MRSMITH)
Sent the DCP and KDM to the cinema and all was fine
A few days later I've got the subtitle file.
Then I created a new DCP project (MR_SMITH), imported the OV, added DKDM and created the non-encrypted VF for subtitles
Opened the VF, OV, DKDM in Player and all is played fine.
The cinema called to say that VF was locked and needs KDM. It played only when I sent them additional KDM for the encrypted VF.
Is this normal?

This is correct. If assets are encrypted, as the OV assets for your non-encrypted VF, a KDM is always needed. The cinema projector can not reuse the KDM for the OV to play the VF. KDMs are strictly for CPLs. If the CPL for a VF uses encrypted assets, there must be a KDM. Maybe this is a bug in DCP-o-matic. I guess when I reference an encrypted CPL, the 'Encrypted' checkbox under the DCP tab has to be preset.
