Unfortunately it is not a special preview issue, I have seen that a lot, also I looked at the DOM DCPs with a couple of software players running it frame by frame.
As for bounding box effect I hope you are referring to a black rectangle around a subtitle. This could be a nice feature, especially if it could be applied to a select subtitles in a file

Perhaps you could try 2.12.4 and see if it fixes both problems?I did'nt see it in 2.12.3 because only the first subtitle appear in the finished DCP. This was present since earlier version 2. Can't remember specific version number

No, the bounding box is not a straight bounding box around just the subtitle, it only becomes visible when shifting up a burn-in subtilte. However, so far, I can't see it in the finished DCP, so it seems to be just a preview interaction between burn-in and timed text rendering.
The bug with only the first subtitle being shown is definitly fixed in 2.12.4 and 2.13.16, at least in my tests.
