VF DCP generated from OV with multiple reels

I think what you were trying to do is perfectly possible in DCP-o-matic, but, since there is no explicit workflow for creating the possible VF.varieties, one has to prototype it first, e.g. with a trailer, to see what happens. I have seen quite a few MTS files being problematic, for some reason, they seem to be not as constrained as other formats.
