why is the color not showing as it is showing in vlc and finder of this file.

Your source is indicated as rec.2020, it may not be decoded properly in DCP-o-matic. That's a known issue with HDR sources. But we need more information and screenshots to find out what is going on.

What is the best way to use full range of colors when making the DCP from this file? Should i encode it through Premiere?

You need software that is capable of doing rec.2020 HDR->x'y'z' conversion. I would think that Resolve should be able to do it properly, however, HDR is not fully 'compatible' with plain DCI x'y'z'.
