Summary0001645: Reel / refer controls get stuck
Description
  1. Make project.
  2. Add DCP
  3. Tick refer to video.
  4. Move the DCP in the timeline
  5. Can't be un-referred and the reel mode can't be changed.

Also needs testing in master.

v2.14.x doesn't even try to disable referencing for the content; this is probably a separate bug that we may be able to punt.
