Okay, so finally got around to look more into this – and finally got it working!
I got the Windows license upgraded from Windows 7 Home to Professional, but still only saw the six cores in the task managers. Tried checking the BIOS again, and it showed both processors (like before) and HyperThreading was enabled (like before).
Finally I ran msconfig.exe and had a look there, it still showed max 6 cores under advanced options. But I noticed that under the Boot tab, it was set to "Selective startup". I switched it to "Normal startup", and a couple of reboots later, I had all 24 cores up and running!
